PUBLIC NOTICE: REQUEST FOR QUOTATION (RFQ)
Carpet Replacement in the Hugo L. Black United States Courthouse United States Court of Appeals for the Eleventh Circuit RFQ Number: 20250401 

QUOTES DUE BY: Monday, 5 May 2025 at 10:00 AM CT. 

The United States Court of Appeals for the Eleventh Circuit is a federal court with appellate jurisdiction in the states of Alabama, Florida, and Georgia, and is requesting Open Market Pricing to complete a cyclical maintenance project in Birmingham, Alabama. The project will consist of the removal and installation of new carpet. 

The contract will be awarded based on the lowest priced, technically acceptable offer, subject to the availability of funds. This request does not commit the government to pay any costs incurred in the preparation of the submission of your offer or to contract for supplies or service should none of the vendors meet the necessary specifications. 

SITE VISIT: Tuesday, 22 April 2025 at 10:00 AM CT. A site visit will be held in the Hugo L. Black United States Courthouse located at 1729 Fifth Avenue North, Birmingham, Alabama 35203. Additional site visits will only be held if it is determined to be in the Judiciary's best interests. 

During the site visit, prospective contractors will be provided paper copies of the drawings and given an opportunity to conduct field measurements of the subject area. Prospective contractors and their subcontractors are expected to attend the site visit to develop an appropriately responsive quotation.

In addition to other revisions of the rules, please take special note of the following revisions to the Eleventh Circuit Rules, effective April 1, 2025. 

Paper Copies
Parties will no longer submit paper copies of briefs and appendices at the time those documents are filed. See 11th Cir. R. 30-1(d) & 31-3. Instead, at the conclusion of briefing, the clerk will send a notice directing each party to submit the specified number of paper copies of briefs and appendices within seven days of the date of the notice. If the case is classed for oral argument, the clerk will send an additional notice directing each party to submit the specified number of paper copies of briefs and appendices within seven days of the date of the notice. Paper copies of briefs and appendices must not be submitted until the clerk’s notice(s) is received. If required paper copies of briefs or appendices were submitted in accordance with the previous versions of 11th Cir. R. 30-1(d) and 31-3, parties are not required to resubmit those paper copies at the conclusion of briefing. 

The paper copies of briefs submitted by ECF filers must include the ECF docketing header from the electronically filed version of the brief. ECF filers also are encouraged to have the ECF docketing header from the electronically filed version of the appendix on the cover page for the paper copies of the appendix. 

Documents Under Seal 
ECF filers will be required to file sealed documents through ECF. See 11th Cir. R. 25-3(h). A step-by-step guide for ECF filers to assist them in filing sealed documents is available on the Court’s website: How to Electronically File a Sealed Document.
